The tournament was created by Manuel Burga Seoane and the governing body of Peru football, the Federación Peruana de Fútbol.

The Under-20 Copa Libertadores de América or Copa Libertadores de América Sub-20 is South America’s premier under-20 club football championship. It is an international tournament, organized by the South American Football Confederation (CONMEBOL), contested by twelve clubs from the entirety of South America. Due to the rising popularity of youth football in the early 2000s, the competition was created as an official club football tournament for the CONMEBOL members to encourage youth footballers. The players must be under twenty years old to participate in the competition.

Competition Format

The format of the Under-20 Copa Libertadores is simple like most other U-20 club football championships.
A total of twelve teams participates in the tournament, one from each CONMEBOL country.
The participating teams/clubs are divided into three groups, each group containing four clubs.
In the group stage, the teams are ranked according to points. Each team gets three points for a win and one point for a draw. Teams are not awarded any points in case of a loss.
If two teams occupy the same position as per points then factors such as goal difference and goal scored are considered.
The group winners and the first runner-up make it to the semi-finals. The losing sides in the semi-finals face each other to compete for the third position in the tournament.
The winners of the semi-finals make it the final and contest for the trophy.
